Trump wants 'comprehensive strategy' for defeating ISIS in 30 days

President Trump wants a "preliminary draft" of a "comprehensive strategy and plans for defeating" the Islamic State on his desk in 30 days.

The president stipulated six criteria in a memorandum Saturday calling for the preliminary plan, which will be prepared by Defense Secretary Jim Mattis. The outline calls for a suite of policy proposals, ranging from public diplomacy "to isolate and delegitimize ISIS" to identifying the funding for the plan. But the most critical policy requests, in terms of how they relate to Trump's campaign rhetoric and broader U.S. foreign policy, pertain to the military's rules of engagement and the list of potential partners in the fight against ISIS.

The memorandum makes clear that Trump wants to use more aggressive tactics...

Any bets on the strategy?

I'm betting on U.S.+Russia+Syrian Army+Kurds and no Turkey or Iranian interference in Syria. U.S. and Russia for Air Power and Intelligence. Boots on the ground from Syrian Army and the Kurds. The “Good Rebels” need to get out this fight and stay out. Up to them.

Trump Payment Requirements: A diminished Syrian-Iran relationship.

Russian Payment Requirements: That Port that want to hold on to.

Ditto in Iraq. Just substitute the Iraqi Army for the Syrian Army. Add some Iraqi oil into the mix and you will have a deal. Russians just want Syria safe but will surely help in Iraq. But maybe not. Wait and see.

Time will tell.

Hard to predict whether ISIS will use the next 30-60 days to fortify chosen positions, or to dissolve their forces into many hard to track smaller cells.

If the former strategy is chosen, thought should be given at an early stage for providing civilians with safe escape routes to designated camps. Weather by March-April in that region is tolerable outdoors (frequent sandstorms being the one problem). Get as many potential hostages out of the way at the earliest stage, preferably before anything becomes too obvious about timing and locations.

If the ISIS fighters decide to cut and run before the big force comes after them, then we can expect some sort of long-term series of nuisance terrorist strikes all over the place with ISIS hoping Trump will lose in 2020 and they can return to the field to face less determined opposition.

There is one other thing that needs to be in any long-term plan: parallel plans to crush Al Qaeda and/or any other group that simply takes over the mantle of ISIS. There is no real gain if somebody just reorganizes and leaves a few remnants of an abandoned structure behind to be wiped out, since the new group will start doing what the old group was doing.

First and foremost, no US boots on the ground. We’ve lost enough young men in needless wars in dirty little hellholes that don’t appreciate the sacrifice. Of course, there are already spec-ops troops in-country and I suppose that can’t be avoided, but any ground escalation beyond current levels should be absolutely out of the question.
