what they are doing now seems to be trying to force donations just sio they’re percentage of people donating will go up and they can feel better about the increase in people “participating”

Not in my book. First-—where in the Seattle city budget does this appear?
Secondly, IF this is to be called a tax refund or something akin to that, Seattle has absolutely NO power to tell the recipients how they can spend that money,
This is a ripe case for over-reaching by a city—and it belongs in court-—TOMORROW~!!!
Someone in the City Council needs to be on unemployment with a week!!!
