Anything that would disqualify you from operating a vehicle, owning a gun, having a security clearance, or failing a field sobriety test would be a good start.

Yes, yes, yes..A thousand times, yes! Psychiatric meds should not count. They are legitimate. However, pain pills need to count because they disable the frontal lobes of the brain just as heroin does, though some people truly need them. Those people should not be in positions requiring complicated decisions. Here is a quote from what I wrote in response to another topic. It also applies here:

Begin with drug tests for all those in authority over us, especially the American press and college professors. We know Hollywood is drug infested and consider the source when they rant against morality and values.
