Actually, the policy was modified by Clinton. Prior to the 1995 wet-foot/dry-foot provision, we were not sending any intercepted on the water back to Cuba. Clinton changed that, and allowed only those fleeing Cuba who actually made it to shore to stay.

This cuban policy has been in affect for decades.

But it does not matter, Mexico has a no VISA requirement for Cubans. They can come to Mexico and come in through our Southern Border as can the Chinese.
