I think it's a kickback for some reason. There is no way California would win vs. the Federal government - with or without Holder's assistance.

Besides, Holder doesn't have any friends in DC (at least not in power) anymore.

Here is my cynical take.

Any questions directed to the state legislators and/or bureaucrats will be met with a generic “rejection” based upon pending or threatened litigation.

This is an expensive game known as “hide-the-ball”.
