As of January 2016, the following countries were designated by ICE as "uncooperative" in accepting back their citizens the US wished to return----Third world refugees who committed crimes in the US: Afghanistan, Algeria, Burundi, Cape Verde, China, Cuba, Eritrea, Gambia, Ghana, Guinea, India, Iran, Iraq, Ivory Coast, Liberia, Libya, Mali, Mauritania, Morocco, Sierra Leone, Somalia, South Sudan, and Zimbabwe.
Fine. Forcibly repatriate the bad actors to their countries of origin at 10,000 feet. We'll provide parachutes if we're feeling especially generous that day.
And foreign aid? That's off the table until those countries get their minds right about taking back their own citizens.

What about undocumented individuals? How can you prove where they belong? Give them a list of countries to choose from, with Gitmo as the default choice. Tell them that they will be deported to one of those places, so it's their choice.
Watch how fast they suddenly remember where they're from.

Say, ain't the world covered (I'm too lazy to look it up) about 2/3 in water?
I suppose we could just drop these citizens of the world off in their own little piece of the Atlantic or Pacific.... anywhere outside of our enforced territorial limit (200 miles I think?).
I think that might be added incentive for them to suddenly find some el documentos and a one way ticketo back to the el-shitholo they came from.
