As of January 2016, the following countries were designated by ICE as "uncooperative" in accepting back their citizens the US wished to return----Third world refugees who committed crimes in the US:

Afghanistan, Algeria, Burundi, Cape Verde, China, Cuba, Eritrea, Gambia, Ghana, Guinea, India, Iran, Iraq, Ivory Coast, Liberia, Libya, Mali, Mauritania, Morocco, Sierra Leone, Somalia, South Sudan, and Zimbabwe.

Fine. Forcibly repatriate the bad actors to their countries of origin at 10,000 feet. We'll provide parachutes if we're feeling especially generous that day.

And foreign aid? That's off the table until those countries get their minds right about taking back their own citizens.

Give them a list of countries to choose from, with Gitmo as the default choice. Tell them that they will be deported to one of those places, so it's their choice.
