FWIW, I think it’s less about testicular fortitude and more about self-preservation.
I think it's both. Trump has already “rounded up all the testicles” in the Senate and has them in a “lock box” on his desk. They are all scared $hitless that unless they go along, they will suffer a fatal “tweet” outlining some misbehavior.
