Sure, if you or anyone else wishes to remove the federal government’s *explicit* Constitutional authority over national defense or immigration you can try to amend the Constitution to remove it!
No problem there.
Madison’s veto statement (and thank you for linking to it) makes clear the ‘general welfare’ justification of the bill was the big problem- as it has been a problem ever since.
Although historically, as it turhed out, Madison could have avoided the Civil War by signing this bill nonetheless he had good cause to veto it.
Now everything is- allegedly- justified by “general welfare”.
The apt compariscom here is to our Founders defense of our borders from indians.
Forts, roads for troops, etc.
