That's a good question! It's chaos right now because several different units of several agencies are there. Trying to organize a plan with so many different agencies. They don't know if there's another shooter. Something was heard a while ago in the garage area. They (?) don't know if it's was a gun shot. They also have a large area to guard and not knowing if another shooter is hiding with the people. Now saying the guy they have wasn't in the service.
