Yes, and it has worked as planned. Blacks have never risen above 12.5% of the population. Infanticide is a primary reason for that...plus the fact blacks kill each other at alarming rates.

It’s currently at 13.3%, but Caribbean and African immigration may have played a part.
Blacks also die younger because of high rates for obesity, smoking, and alcoholism.
