Start with an amendment that states that senators and Congressmen must stay in their districts continually while congress is in session and do the business of government via electronic means. No parties, golf games or back door shenanigans. Make it difficult for those who would buy off our elected officials As they are spread through 50 (57?) states.

No “closed door” meetings about anything unless it pertains to National Security. Make damn near everything public.
