History gives us so many clear examples of how a tyrannical murderous regime can exist for decades...

From Germany, The Soviet Union, Italy, Rwanda, China, Venezuela...

The only thing necessary is an endless supply of amoral, ignorant, greedy and criminal bureaucrats...

That is not nearly enough!
The petty arbitrary delusional bureaucrats, large and small, have absolutely nothing to lose.
Not only must the costs to the victim and punitive award come out of their current budget, but their next annual budget must be reduced by 10%.

AS LONG AS IT'S TAXPAYER MONEY THAT THEY ARE WASTING, WHY SHOULD THEY CARE OTHERWISE?

That should also apply to the Corps of Engineers, NASA and the EPA'; indeed, every Federal Agency with "law by regulations" power.
