Nope. Any executive action can stay in force as such unless removed by another executive action, written legislation by congress or the courts. The first of those is, of course, the fastest and easiest.
Sounds like you are talking about the law of Medes and Persians (Daniel 6:8).But in reality IMHO you are thinking about a regulatory agency edict.
