The headline is a gross distortion of the facts presented in the story. What the story actually says is the head of the CIA CLAIMS the head of the FBI agrees with the CIA’s unsubstantiated accusation that Russia hacked Hillary/DNC and did so because they wanted to help Trump.
I’d say this qualifies as “fake news”.
