I don't see it as a solution. There needs to be more than that.
Voter registration needs to be done face to face where the registrar verifies the person’s face and signature matches their picture in a database like the DMV and that they can recite the last 4 digits of the SS# for that person and where they were born.
Fake IDs won’t be in the database, and people using other people’s stolen IDs probably won’t know the SS# or birthplace.
