Once you drill down to the IP address and isolate the time of the occurrence, it only takes an hour to figure out who was logged onto that CPU. Oddly, nothing has occurred. This is the kind of behavior that is totally unacceptable and makes everyone wonder about what kind of people are working in DC.

The fact that nobody has been fired is prima facie evidence that what they were doing was authorized, at minimum, by the department head. Otherwise someone would be thrown under the bus.
That nothing happened to the person(s) who did this means they were doing what they were told to do.
