Its not like they would know in advance who would win.
And they certainly would not want to make an enemy out of Hillary, who by all accounts, had been set to win the election last month.
Countries don’t undertake moves of a far-reaching nature without some assurance their interests will be advanced.
Russians don’t strike me as the kind to be reckless and impulsive. Whatever one thinks of Putin, the ex-KGB spy isn’t that person.
