I’ll give Justin Trudeau this in that he was smart enough to realize that Trump could win and that he might have to be dealing with him and thus didn’t comment too much on the US election while it was ongoing. Dissing Trump wouldn’t have been a smart move and he was quick to congratulate him and invite him for a visit.

As you point out, the "Viva" in that expression is in the language of south rather than north of the border. (Also, despite the final "a" in the country name, a typical feminine ending, if a definite article is used with Canada in Spanish it should be "el" -- "Viva el Canadá".)
The source of that "Viva la Canada" quotation at wtop.com is an AP story. I searched the net and found many sites reporting it as "Vive le Canada", though, which would be appropriate for French Canada. For instance, this BBC story reports it that way ("Mr Biden has been highly critical of US President-elect Donald Trump. 'Vive le Canada because we need you very, very badly,' he told the dinner guests.")
And from Canada itself, "U.S. VP Joe Biden says 'Vive le Canada' as he kicks off 2-day trip north" [CBC News]

Also I was fortunate enough this evening to find a YouTube video -- "'Vive le Canada': VP Joe Biden says the world needs Canada". The problem with that title, though -- and with the same quotation in sources above (some of them prominent) -- is that what he actually said was "Viva la Canada" :-), as the video itself clearly shows at 1:17.
The lesson I learn from this (and have learned from previous stories) is that fake news -- and true news -- can be found anywhere. When in doubt, trust your own eyes and ears.
Biden does slur the second word enough that it could be a “luh” for “le” rather than for “la”. He definitely says an “ah” in the first word, though, and he divides that word into two syllables as in Spanish rather than one as in French. He says “Viva”.
