Yes.

1st degree = death of spouse, children, parents, and brothers & sisters.

2nd degree = death of all above + their spouses and children of above, grandparents and grandchildren.

Wipe out the entire clan and they will stop suicide bombing and all the rest.

They would stop very quickly.
