NO - if Islam won at Tours and managed to take France, then France would simply be another backward, inbred, isolated, violent place. A European Islam would simply have left the Chinese or some other society room to lead the world.
Hitler’s alternate history was that by conquering the Germans and converting them to Islam, eventually because of Germanic racial superiority Germans would be become masters of the Muslim religion and Muslim world - and then Islamized Germans would have conquered the entire world.
That was his fantasized alternative history when his Nazi conquest of the world began to run out of gas.
