So I choose not to vote for President , in order to stay neutral and to be able to be loyal , to whomever I am assigned to. “

True and not all that uncommon for career officers, myself included. (Since retired, I haven’t missed a single voting opportunity)
General Marshall, Gen Eisenhower are excellent non-partisan examples where they considered voting partaking in a partisan activity.
