If the democrats didn’t want this to happen it wouldn’t be happening. Everything done so far has been timed to run out the clock on final certification for electors to vote. Sudden last minute fund raising for the effort, very last day to dispute and ask for recount, last day to go to court, wire transfer at 4 in the afternoon 30 minutes before the WI offices closed. Asking for hand counts is a time-delay tactic.

Look for dem counties in Wisconsin to drag their feet on the recount. That’s why the judge said no hand recount is required, but she encouraged it as the gold standard... if the judge ruled for a hand recount requirement, an upper court may overturn and force a statewide machine recount, removing the leeway to do as the local counties see fit.... thus removing the dem leverage to run the clock which I expect they will do here (depending on the outcome of these other states).

48 of the counties will be going a full hand recount while
“Fourteen counties, like Dodge, Ozaukee, Racine and Waukesha will use optical scanners. Ten counties will be conducting the recount by hand and by machine, including Walworth County.”
