The presidential recount in Wisconsin kicks off on Thursday, December 1st -- and we've learned more about how it will all play out. From the cost to logistics, the Wisconsin Elections Commission is keeping clerks and the public informed every step of the way.
The recount will begin at 9:00 a.m. in every county across the state.
Each has released a projected cost, and indicated whether they'll process ballots by machine or by hand.
Boxes filled with ballots were rolled out at the Milwaukee County Courthouse on the eve of the election. They were later moved to a City of Milwaukee warehouse in Bay View.
"They will be under lock and key (Wednesday night)and once the ballot bags have been opened, there will be 24-hour security provided by the Sheriff's (Office)," Milwaukee County Clerk Joe Czarnezki said.
The tight security the result of strict guidelines outlined in full detail during a teleconference with county clerks Wednesday morning.
On Tuesday night, a judge in Dane County denied former Green Party candidate Jill Stein's request to force a hand recount.

County clerks are responsible for the recount in their counties, and it has always been their choice as to how the recount is done. After Jill Stein failed to get a court to mandate hand counting, this is how the recount will be done:
Forty-eight counties will conduct the recount by hand.
Fourteen counties, like Dodge, Ozaukee, Racine and Waukesha will use optical scanners.
Ten counties will be conducting the recount by hand and by machine.
Election experts like Judge Jim Troupis who wrote the procedures as part of his role in managing the 2011 Prosser recount is confident that the outcome will be no different and that county clerks are diligent and honest. However it seems likely that some counties (namely Dane, where Madison is) will try to slow-walk the recount in hopes of delaying the outcome. However it is unlikely they will get away with it, given the eyes that are watching. It is also comforting to know that the Milwaukee County Sheriff's office (David Clarke) is responsible for security at the state's largest county.
This is a textbook example of "process as punishment".
I understand the proceedings are open to the public. I would expect to see the usual rent-a-mob trash to show up and disrupt things.

It's also a process rife with opportunities to throw obfuscation and unfounded doubt into the mix. They want Trump delegitimized, just as they attempted with Bush in 2000.

They are going for the steal via a recount. I mean 50 of the counties are doing the full hand count.
I would imagine that the local county GOP officers would be there or have observers on site................
I don't think anything done in WI could change the outcome of the election.
There are so many eyes on the ground there and already tabulated vote numbers that it’s just not going to happen.
Apparently the GOP has filed a complaint with the FEC, over the fact that Stein has been fundraising for something that can only benefit Hillary. Thus acting as a straw-man campaign fundraiser.
May make life a bit painful for her down the road, but won’t stop the recount.
Why isn’t RNC chairman Reince Priebus a Wisconsin native in his home state keeping an eye on things?

Trump has 7 days to contest the idea of a recount. Counting anything before any objection can be heard and properly acted upon is putting him at a serious disadvantage.

If the recount is substantially different from the original it will provide trump the argument for real election reform and to address election integrity. I see this as a win either way
