The 12th amendment reads that it takes a majority of the votes cast by Electoral College electors, so it may be that delaying Wisconsin, Michigan, and Pennsylvania's 46 Electoral Votes is an attempt to reduce the number of certified Electors, which reduces the threshold from 270 to 247. Clinton stays at 232, while Trump falls to 260.

Trump still wins, but drops from a 12.5% excess to a 10% excess over the threshold.
