I was primarily thinking of foreign nationals who purchase investment properties in the U.S.

I think that if anyone is paying their property taxes they should have some say in how those same taxes are spent. I am completely at a loss as to HOW this could be workable for non-citizens, however.

By the same token, those who are NOT net tax payers should NOT have any say in how one red cent of tax dollars are spent. Anywhere. No tax paid, no vote.
