They are counting the votes for Trump and Hillary and claiming he lost the popular vote.
There were other candidates in the race, who also received votes
70,608,915 votes were cast for someone other than Hillary and she can never overcome those numbers.
That is a difference of 6,773,493 compared to the 63,835,422 votes she garnered.
She lost the popular vote, period.

I'm not sure that a simple recount can do that. All they're doing is looking at the votes and tallying them up. They have no idea who voted for which candidate. If there's cheating, I don't think that a simple recount will catch it.
Now maybe, there's more to the recount process than the title implies, but I don't know.
California should demand a recount, and sort out all the illegals. Then Hilary would lose all our 50 (or so) EC votes. I bet she’d resist that.
