Who would have the authority to “deny” the recall request in Mich? And could a denial be appealed to the courts?

SOS or the election authority could deny a recount pursuant to state statute.

Then petitioners would have to go to court to get it overturned and show probable cause that could change the result, grounds for holding a recount vote.

They admit they don’t have such evidence. Going to be very hard for them to get a recount under MI rules.

In MI and PA the petition for a recount must be filed in court, and in PA at least, candidates have no standing to petition by precinct, they may only petition for the entire state upon prima facie evidence of fraud presented to the PA Superior Court.

It's a moot point. No election recount has ever overturned more than about a thousand votes. She's not going to get 68,000 votes in Pennsylvania, and with PA Trump wins.
