You have to read the recount manual carefully.
There is a source of danger in it.
The rejected absentees and rejected provisionals re re-examined. The criteria for rejection . . . may not be consistent county to county.
It is THERE that 10s of thousands of votes could be manufactured.
Ooooooh
http://wsau.com/news/articles/2016/nov/23/heres-why-some-votes-wont-be-counted-in-wisconsin/
“Of the 750 provisional ballots cast November 8th, the Wisconsin Elections Commission says 618 were because the voter did not have an acceptable photo ID under state law.
While final numbers are not available, the agency says they know 116 were counted, 278 were rejected, and 224 have not had their status updated. The commission also notes a total of 399 provisional ballots were marked as deadline expired, which is a indication they were not counted after Election Day.”
Very good news. I had not seen any count of provisionals, assuming that reporter got it right.
Now the only question mark is rejected absentees in Milwaukee.
The recount is a machine recount. They haven’t qualified for a hand recount.

Excellent point.
They want to get this into the hands of their operatives.
All “manufactured” votes, provisional ballots and discarded ballots would need to be verified as leg, itimate and each one is subject to challenge.
Finding a box of votes will fail unless because voter must be id’d and their eligibility verified.
