California uses the "honor system" to vet their voters, very little else: same day registration, no voter ID requirements, etc.
I've always thought the MSM lowballed the number. I remember 30 million being reported about ten years ago. It may be approaching 60-70 million as you said. And 'only' 3 million voted? The California system is a joke. So you can 'honor system' your way to voting 30 times? We need Voter ID with Driver's license, maybe birth certificate and only vote once. How difficult is that? At least we have two years before the mid-terms to work on this.
