Nope. If a re-count has not been completed by the certification deadline imposed by the constitution, then the state legislature is empowered to assign the state's electors to whichever candidate they choose.

Since both houses of all three state legislatures are controlled by Republicans, we know which candidate they will assign the state's electors to support.

The deadline for a recount in PA has already passed. The results there can only now be challenged if fraud sufficient to overturn the results can be proven in court. And in Wisconsin the Republican legislature can choose the states electors if the counting isn’t completed by the time the EC meets to vote.

If the votes were to be forfeited they would have started the recount and said we didn't get it done
