Serious question, because it sounds like she thinks she is answerable to a power or powers other than the USA.
Well, that's the whole point of environmentalism. Make governments answerable to something higher than individual countries; make them answerable to the Earth itself.
Create the sense that people don't have the right to look out for their own interests, that it is immoral for them to do so.
