What a silly argument this paper presents. Trump has set a goal for the country: update/fix our infrastructure. Not in office yet, OF COURSE he doesn’t have a detailed plan to present. In fact, he may never have one, just as John F. Kennedy didn’t have one when he set the national goal of “putting a man on the moon before the decade is out”. In fact, Kennedy himself never presented a plan.
