Its related to the Communist Party’s monopoly on power.
Without democratic accountability, one cannot expect fair and honest government.
President Xi Jinping’s anti-corruption campaign has clear limits. It can’t be deployed to undermine the Party.

“Anti-corruption” in communist tyrannies is always code for “eliminate threats to my personal power”.
Also, “democratic accountability” is an oxymoron. In a true republic such as the one the Founding Fathers set up (versus the distortions the progressives instituted a century ago), there would be accountability.

This is a typical example of crony capitalism. Business needs powerful patrons in government in order to succeed, who, in return, are paid off handsomely for their favor. Sometimes it is not just government officials who take a cut from business revenue. Senior management does that, too. The result is a bleeding company despite their monopoly in the market.
They are squeezing their golden goose too hard. It is going to die if they keep it up.

Also, just for the record, the title translated president that is held by Hsi Chin-ping is actually Chu-hsi (pinyin Zhǔxí, from 主席, which actually means seated lord or seated master).
