There was no such word. It is a myth. Bush, Baker, Shevardnadze and lately even Gorbachev have all said that.

Yours is the best explanation I’ve heard so far. Because Grahamnesty yelling about Russia influencing elections makes no sense. Even he has to know that if the real problem was hackers changing votes, talking to Russia is not going to solve anything.
Even if Russia backed off, there are still any number of eastern European hackers that can do the job (Guccifer), not to mention Chinese hackers or hackers for other asian countries. In fact, this isn’t like atomic weapons where you can control the leak of technology and materials in non proliferation treaties. Any country with computer programmers can potentially become hackers.
You don’t solve this by “talking” to the Russians. You solve it by making changes to the election system so that it isn’t vulnerable to hackers. I’m sure even Lindsey can figure that out. If he and McCain seem worried about Russia, it’s to show solidarity with their fellow democrat senators across the aisle.

Promises were made to the Soviets at the time not to expand NATO beyond the German border...just not by the Americans.
No cleverly parsed Brookings Institute white paper will ever obscure that fact.
