A U.S. government agency loaned $85 million to a developer to construct a hotel (shown) and an apartment complex in Afghanistan, and today it has little to show for its investment except abandoned empty shells, according to Special Inspector General for Afghanistan Reconstruction (SIGAR) John Sopko.
In a November 14 letter to Elizabeth Littlefield, president and CEO of the Overseas Private Investment Corporation (OPIC), Sopko said his investigation indicates troubling management practices and lax oversight by OPIC, which took the word of the developer that the projects were proceeding as planned rather than visit the sites regularly to monitor progress. As a result, wrote Sopko, the $85 million in loans is gone, the buildings were never completed and are uninhabitable, and the U.S. Embassy is now forced to provide security for the site at additional cost to U.S. taxpayers.
In 2007, Jordanian citizen Fathi Taher and his American partner, General Systems International LLC, obtained a loan for $60 million from OPIC for the construction of a 209-room, five-star hotel (according to an OPIC press release) across the street from the U.S. embassy in Kabul. OPIC estimated the hotel would create 270 permanent jobs for local Afghans and contribute more than $80 million annually to economic development in Afghanistan. Marriott International agreed to manage the hotel.

Why should any money be flowing outside the US? USAID and other types of foreign aid is why the US is nearly bankrupt. Why are we pissing away the treasury to worthless 3rd World shiiteholes? Why are.we trying to buy friendship?

So OPIC never heard of digital photos and video emailed daily? The site is across the street from the US Embassy, yet no one there could help out with a 5 minute phone call?

I used to make microloans through a worldwide loan program designed to help indigent people- mostly women at first- for several years.
I would look through and see Vietnamese women needing small amounts of money to buy seed, equipment or to help with their animals, Russian girls starting small clothing shops, Latino women working small restaurants with everything made from scratch. I made loans to help widow and families with small businesses and home repair. I immediately stopped when I saw muslims living in Third World sewage countries asking for a $5000 loan for ‘home repair’. They were living in mud huts and trash heaps! $5000 would build them a mansion there and I realized the money was obviously for something else. I withdrew all my money and never made a loan again. Not even the poorest Cambodian widow supporting three young children would ask for money like that.
It’s like the solar energy company schemes we see in America, just another way to milk taxpayers.
