No, Houston is not formally a sanctuary city, although it provided sanctuary for many New Orleans ferals after Hurricane Katrina. But, they're natural-born citizens.

Here's a link to a map of sanctuary cities from the Center for Immigration Studies. In Texas, Austin is, unsurprisingly. But so is Dallas, which I find more surprising, even though there are a lot of immigrant clusters. I was there about 8 years ago in an industrial section, which was surrounded by SouthEast Asian restaurants. Go figure.
