Arrest him on federal charges for aiding human trafficking, obstruction of justice, sedition and treason. Perp walk him out of his HQ and stop all federal funds to LA until they get in line with the law. As Obozo reminded us when he persecuted Jan Brewer immigration is a federal matter and his active obstruction is a federal crime.

When the DOJ demands he hands illegals over to ICE and the LA Police refuse a lawful order, they can be arrested.
They will do whatever Trump says. When Trump chokes off the money, they will all do whatever Trump wants.
