That would change if Electoral Votes would be awarded by Congressional District. Nevada has six EVs and four CDs, so one for each district plus two for the popular vote winner. Worst case scenario, Las Vegas delivers only a max of three EVs instead of six - and some day those six might be crucial.
Now do that for every state in the Union and the Democratic Metro lock on EVs is broken.
The Nevada governor is a Republican and they hold the majority in both houses, but probably not enough to ram it through.
