Immigration laws are already on the books. So whether congress approves of following the law or not doesn’t matter.
So long as the wall is built, deportations is out of Ryan’s purview. So he play the wimpy no deportation GOPe politician all he wants to.

We already have a deportation force. It is called ICE and the BP.
Aside from legislation that might be needed to build the wall (funding and/or mechanism to tax remittances, etc.) and defunding sanctuary cities, the resources and laws are already there to get the job President Elect Trump.

Ryan is stupid enough to think Trump needs his or Congressional support to enforce immigration laws that are already on the books.
The coming session is after a recess and is not a new session. There will be party caucuses to propose the leaders for the next Congress. The next Congress will accept them or not. Nothing officially binds the vote of the next Congress.
The GOP will propose staying with the status quo. Senate Democrats will propose a replacement for the retiring Reid.
There was talk of a ‘motion to vacate’ to challenge the Speaker in this session, but it would simply be wasting time as the new Congress wouldn’t be bound.

The laws need only be enforced. Crack down on those that hire illegals. Dis allow public welfare to those in the country illegally. Without jobs and money they would have little choice than to return.
