The Senate was GOP until Jan. 3, 2001, when the new 50/50 Senate was sworn in. Lame duck VP Al Gore was the tie-breaking vote until Jan. 20, when Bush and Cheney were sworn in, and Cheney gave the GOP the Senate majority until Jeffords switched to the RATs.
Yes, one would think that Rove would remember when his boss was president with a GOP House and Senate. Not sure what Rove was trying to get at.

Many have stated the obvious flaw in his theory in that the Clinton’s are not going away anytime soon.

Stopped reading there. The rule of law is the best reason to have a country, any country. By letting leaders ignore the law you negate one of the only valid reasons for having a state in the first place.

GWB also had both Houses when he first took office in Jan 2001, but lost the Senate in May when Jumpin' Jim Jeffords left the GOP and began caucusing with the Democrats.
GOP control of the Senate was tentative to start with, though. The chamber was tied 50-50 and only VP Dick Cheney gave the party majority status. Further, Majority Leader Trent Lott had negotiated away virtually every advantage he had.
