DC should be expanded to encompass its suburbs.

But, under no circumstances, should it become a state!

It’s absolutely ludicrous for the population of a medium size city, less than the average congressional district, to demand statehood and 2 Senators. Your suggestion is the only option if they really want representation, and hopefully loss of many of the perks that go with being the capital - simply make them part of the states from which they were originally withdrawn.

DC reverts to MD and VA state land. The capitol must reside on non-state land.
