I don’t think the burka makes a difference.

Wherever there is no ID to vote, anybody with knowledge of the identity of someone not voting can merely go up to the desk, state the non-voter’s street address and name, and then vote. With the machine.

In this case, though, Huma was not on the rolls... so, the faux Huma would be filling in a provisional ballot.

I agree; the burka wouldn’t make a difference, just led to no eye-raising on the part of the poll workers. Once the “real” Huma showed up, she would also need a provisional ballot, too, right? When the second ballot hit the ballot counters - this would have to be actual humans - they would already have counted the first one. Would they count the second one, two. How do they decide whether either of them are a/the correct person? Do both get subtracted, one, or neither?
