Well not defending these rumors at all but there are 2 types of pedophiles... Those with a compulsion for underage.. And these like you point out will not suddenly start in their 60s..
However the others are those who won’t seek it out as a compulsion but will take advantage of a opportunity if it is provided to them.
The prior group is pretty easy to identify, the latter because they are not compelled to do it intrinsically but will take advantage of a situation that presents itself are far less likely to be identified as an issue. It was rumored that castro would make sure any westerner visiting the island would be seduced by underage Girls or boys and filmed so they would not be compliant advocates for him when they went home out because they were being blackmailed. Don’t know if it’s true, but that one I heard many times from different people I respected.
But either way these rumors have existed for decades and without serious proof are nothing but and nothing in any of these “reports” is proof.
Would it surprise me to find out either of the Clintons engaged in pedophilia? Not particularly.. But, after decades no evidence has come out.. I would not be surprised personally if a large network of pedophiles existed within the halls of government. I may be too cynical, but I do not think that opertunistic pedophilia is all that rare in certain circles, particularly among the powerful. It is a useful tool for control and a temptation that many would fall for under the right conditions. I have no evidence of this going on, just saying if it were to come out with evidence I would not be surprised.
However this Epstein stuff has been floating out there for 2 decades with no smoking gun just lots of rumors. Until there is a smoking gun, not jumping on that bandwagon

To JUSTIFY believing that the Franklin Scandal is not true, one would have to believe that...
Stories of children being kept as sex slaves ALL OVER THE FREAKING PLANET are not true.
Stories of government employees using their work computers to view child porn are not true.
Stories of Hollywood elites having sex parties with children are not true.
(and finally) that there is no child porn on the internet, because no one goes for that stuff.
