Pardons based on donations and payment are about as sleazy as it gets. This was never the intent of the authority to grant pardons.
It may be legal, but it still stunk to high heaven. I remember even left wing media acknowledging that it stunk.
The Clintons spent a great deal of time during Bill's two term figuring out how to sell the prerogatives of Bill's office for the highest dollar amount they could.
In fact, my personal opinion FWIW is that they thought about – and worked on – little else during their time in the White House.
They continued this practiced when they left office, when they started by pilfering as much furniture and other items as possible on their way out.
Hillary accomplished virtually nothing during her time in the Senate, and I assume this is partly because she is incompetent and unable to work with others in any sort of cooperative setting, and partly because she spent a lot of time working on funneling money into her "family foundation."
The selling of pardons in their final days in office was just part of the last act of Bill's tenure as President. The funds generated by that effort went into the general pot.
I well remember the stories that came out during Bill Clinton's first days as an ex-President of how he enjoyed keeping several million dollars in his demand accounts, where he could see the amount pop up on an ATM screen when he went to various ATM locations around New York and Westchester county.

I’d personally like to see the Presidential pardon power changed and limited to only a certain group of crimes. It ought to also limit any donations to the President or his political party to strictly a thousand dollars maximum from the pardoned guy.
I suspect both parties do this. Anyone remember cases from the past before this?
A good reason to never elect lawyers to the Presidency!
