It sounds like some judge picked an arbitrary number of 20% and required the registrars to keep that many provisional ballots. Completely studpid, It does scare me when Fairfax actually used 2500 in 2012. There has to be some shenanigans there.

There are lots of green card holders here in northern Virginia who have driver’s licenses and think they can vote. I’d bet a lot of poll workers just let them use a provisional ballot rather than trying to find a Pushto or Coatlatec translator to explain they can’t vote unless they are citizens.
