Your friend should go to the Elections office BEFORE the 8th and explain. She should be able to check and see if it has her down as already voting or not. Better to try and clean this up before the day of the election to 1) make sure her vote is OK and 2) have time to bring the issue to light with local media if her vote has been stolen.
