It is designed to energize and INCREASE the vote for the Republican nominee, all hand on deck, no one to stay home, because just winning is not enough, the margin of victory has to be higher than the amount of fraud.
Early voting has already shown that there is vote fraud going on.

Conversely, "designed to suppress the white vote" describes fair play.
The 'Rats aren't likely to win their case, of course. But they might shame the spineless RNC into signing a "cease & desist" order...
