Not really sure what it means. It could be that they really are stored there, and he knows it, but hasn't accessed them- or
can't access them.
In any case, as long as they are in the possession if the US government, nobody is going to see them.

It's unclear if he can get them or has gotten them or is just bluffing to influence a US election from his perch in New Zealand. I lean to the last. There is no love lost between him and the Obama Justice Department.
If he actually has the emails, he should discretely hand them over to Wikileaks, so that Vlad will get credit.
