No. Please rewatch the clip and the original video. She is talking about something his group had ALREADY setup in a PREVIOUS rally. She was talking about something that happened in the PAST. She just mentioned it. He springboarded off of that EVENT (which happened earlier) with the idea to place women behind Trump. It was not her idea.
