Kirkuk already is within Kurdistan. Insofar as it is currently ruled by the Kurds. The long term status is somewhat in dispute.
Mosul is not and cannot be ruled by the Kurds - 2.5 million Arabs are way more than the Kurds can absorb without serious problems. That's why the peshmerga refused to conquer Mosul in 2015 even though they advanced to within 6 kilometers of the city center. Because after you capture it, then what?
